White Phalaenopsis Orchid

What is this on my orchid?

I have a Phalaenopsis orchid that has small fluffy white puffs near the buds. Someone told me they were bugs. What is this? Is it harmful to the plant?

If it is bug, it would be move something.

But before blooming, the bud is really small and dark color.

So I don’t know, right now, is this bug or small bud?

Usually small bud is little higher than flower. That is real bud.
It will be blooming too.
